When he visits Australia next week, U.S. President Barack Obama will reportedly announce an agreement between Washington and Canberra that grants U.S. naval forces “permanent and constant” access to bases such as Darwin, along the northern coast. This is welcome news.
Under the U.S. Maritime Strategy published in 2007, the United States swiveled its eye of Sauron from the oceans washing against North American shores to those washing against Asian shores. The republic in effect built a second navy starting in 1940, when Congress passed the Two-Ocean Navy Act in preparation to fight the Axis in the Atlantic and Pacific oceans. Washington now considers traditional theaters such as the Atlantic and the Mediterranean safe for shipping. The 2007 Maritime Strategy declares that the U.S. sea services—the U.S. Navy, Marine Corps, and Coast Guard—will station ‘credible combat power’ in the Western Pacific and the Indian Ocean for the foreseeable future.
Yet the sea services are awkwardly postured to prosecute an “Indo-Pacific” strategy. Expeditionary forces are concentrated mainly at the extremes of the Eurasian landmass. The Seventh Fleet is stationed in Japan to the east, the Fifth Fleet in Bahrain to the west. A more central position would let ships, aircraft, and marines “swing” from one ocean to the other, cutting distances and thus transit times. From seaports like Darwin, furthermore, they can move back and forth while bypassing the South China Sea, a body of water that would be hotly contested during a shooting war involving China. And they can do all this while remaining out of range of Chinese anti-ship ballistic missiles and other long-range weaponry.
Despite the advantages of such a move for U.S. maritime strategy, the basing decision burst into the American foreign policy discourse rather suddenly. Australian officials and pundits have been debating it spiritedly for nearly a year. It will be worth keeping an eye on the Obama trip, when more details about sites and forces will presumably come to light. Unencumbered access to the two oceans, short sailing distances, safe harbors—sounds like a winner to me.

Australians have always been sleeping peacefully, even now and in the past. Never has it pass through the minds that Australia is seriously threatened. There is not going to be MASSIVE increase in US Naval operations off our coast as Australia can take care of her own coastal waters. Thus MASSIVE would be an exaggerated term. Our Australian leadership are very capable of cool headed, quiet and measured steps, and especially good with avoiding triumphalism.
The increase would be more appropriately termed as a step-up co-operation, much to the advantage of Australia as it will save us money on national security.
Being a long time and reliable ally of the US, Australia is more than happy to host US military bases for the following reasons :
1. The increasing vulnerability of Okinawa and other bases in Japan & South Korea
to increasing sophistication of China’s new missiles have made Australia a
better, longer term option.
2. India is a rising power that Australia and the US have to take into
her geopolitical calculations.
3. If you are not aware, our neighbouring muslim Indonesia has increased her arm
purchases by 35% for budget year 2011. Some happenings cannot be voiced too
loudly and publicly, especially when it pertain to an immediate neighbour.
Trust but be on guard too.
It is not always the China connection that triggers major military base realignments by US.

You can’t take care of your waters if your submarine fleet is in taters. Australia is going to need extra muscles to help guarantee security in the region, but it can’t do it alone.
Besides, the U.S. naval presence in that area is not simply because of the vulnerability of the U.S. bases in Japan and S. Korea (one must be silly to think they have no means to stop incoming Chinese missiles). It is an attempt to safeguard the entrance to the Southeast Asian sea and island regions. Perfect location to do a naval blockade when war breaks out, if you know what I mean.

China claim to the Diaoyu Islands is based on the “discovery” of unclaimed territory and derives from a range of Chinese governmental contacts and references going back to 1372.
Japan claim is also based on the “discovery” of supposedly unclaimed territory, despite the fact that official Japanese documents, several of which were unearthed by Taiwan scholar Han-yi Shaw, demonstrate that the Japanese government was well aware of China historic claim when it began to take an interest in the islets in 1885.
During the subsequent decade, contrary to the assertions now made by Japan, its officials not only failed to complete surveys of the islets necessary to confirm their alleged unclaimed status, but also recognised that the matter “would need to involve negotiations with Qing China”.
To avoid China suspicion, Japan chose to conceal its intention to occupy the islets “until a more appropriate time”. That time came in January 1895, when Japan by then on its way to defeating China in their 1894 war, adopted a Cabinet decision that the islets were Japanese territory. Yet even that Cabinet decision was not made public until after the second world war.
Moreover, if the US were to become an impartial mediator, it would have to note that Japan claim to sovereignty over the islets is based on a distorted version of late 19th century history that does not pass the international smell test.
It is time for Japan to reassess its views on the international law of the sea. Those of its views that are plainly irresponsible only discredit others that deserve serious consideration.
Perhaps most insulting to the world community is its claim that the rock called Okinotorishima that constitutes Japan southernmost “land”, a reef system with land at high tide no larger than a king-sized bed, is entitled to an EEZ and continental shelf.

in a hypothetical war between US and China (i don’t think it will happen), bases around China is not going to survive, be it in Subic Bay or Cam Ranh Bay. a few expensive F35s in those bases are useless because of the numbers. China is converting its thousands of old fighters into UAVs, these things can just fly over consuming all the expensive US style missiles and ammunition. US subs will expose themselves after they fire the first shots.
Looking at history, the war is progressing into more accurate and longer range weapons. Australia bases are ideal for future long range weapons from US. Some day, even a country as big as China doesn’t have enough strategic depth anymore.

The US has picked Port Darwin location for its newest naval base in Asia, is an excellent choice; A well chosen location. From Port Darwin, the USN could easily access the Indian Ocean, the Pacific Ocean and most importantly, the SCS.
The location is close enough to protect “everyone’s interests” on the potential of well over 200 billion barrels of oil & gas along the Vietnamese’ coastal, and it is far enough for any reach of the CCP’s ASBM/DF-21D.
Beside, Australia is a member of the British Commonwealth, so any attack on Port Darwin will be an attack on the UK and its associates. An attack on either of the UK or the US will also be considered as an attack on NATO, etc.
The conclusion is, by choosing Port Darwin for its new naval base, the US has chosen a very well protected location. An incredibly strategic position for USN to access/control many important sea lanes near the SCS, especially the full control of sea traffic along the Malacca strait. Well done, USA.

Well done too..HungDaoVuong. Clever analysis. A number of bloggers are fixated on Subic Bay or in Vietnam which are risky sites against Chinese new missiles.
As I have said before, Australia and Singapore are quiet high achievers, not like the noisy, publicity-craving, spoilt brat Aquino. India would tread in dangerous waters if she get involved in the SCS far from her realm waters.
Short of a major naval battle, there is a likelihood that any one of the claimants will get their nose bloodied soon over the SCS. Less likely, will it be China because if China decides to wage a naval battle over the SCS, it cannot afford not to win lest they be laughed at by the world. It would be a case of better be damn by the world for getting into a fight over the SCS than loose in a naval battle with any claimant or wannabe joint exploring State.

if you look at basins in SCS, most of them not in Vietnam coastal region. there are some valleys near Vietnam coast might be promising, block 119 is in it. those valleys are marking the division of Chinese continental shelf and Vietnam, so most of O&G formations (if there is any oil there, block 119 is gas), it belongs to China.
However, if China and Vietnam sit down, if I were representing China, I could accept a middle line between Vietnamese coast and Chinese islands. but here, Chinese islands are all of those islands inside 9 dotted line. including those illegally occupied by Vietnam.

Ozivan’s apology to pure Vietnamese.
I have made a number of remarks about a Vietnamese woman (Observer’s mom) in my exchanges with @Observer in the last few days, I wish to ask pure Vietnamese to accept my apology as they are not intended for you but for @Observer. His mom must be pretty disappointed if she knows her son @Observer is involved in these ugly exchanges through his own fault in a worldwide forum.
The real Vietnamese have pride, dignity and decorum and would not stoop so low as @Observer.
This @Observer is a half breed with a GI Joe dad which explains why he has such lowly, despicable character and breeding filled with hatred, bitterness and misery with his life. Unfortunate thing is that , he tried to let go/vent his frustration at bloggers in the Diplomat.
