With trade dominating Southeast Asian nations’ agendas, it’s left to the US to save the organisation’s moral bacon, says Luke Hunt.
In the lead-up to this year’s ASEAN Regional Forum (ARF) expectations were high. The annual talkfest had promised it would deliver on mounting concerns about potential conflict zones, specifically the Spratly and Paracel islands. North Korea, climate change, food security and trade were also on the agenda.
In the end, however, it was a case of follow the money in a series of talks ASEAN hosted with its dialogue partners including the East Asia Summit Foreign Ministers meeting. Only the United States stood out for its ability to speak plainly on awkward subjects.
As such, there was no great leap forward on resolving regional tensions. The much vaunted honest and frank discussions the 10 members of the Association of South East Nations had anticipated with their northern neighbour China over the Spratlys didn’t happen either.
Trade and more trade dominated the programme. It came disguised in many forms, whether dressed up in arguments about climate change and food security, or in the usual bilateral and multilateral pacts that countries from New Zealand to the United States (and most points in between) hope to sign with ASEAN.
Even the Spratlys – contested by China, The Philippines, Malaysia, Vietnam, Taiwan and Brunei – couldn’t escape the overwhelming presence of trade.
‘The South China Sea is of relevance, not just to the countries of ASEAN and China, but of relevance to all of us given that it sees a huge proportion of the world's trade traverse its waters,’ Australian Foreign Minister Kevin Rudd said rather glibly.
The parties did sign off on the second stage of the Declaration of Conduct, designed to resolve competing claims in the Spratlys between China and ASEAN members in an orderly and peaceful way. The initial stage – to suggest the initial code – was signed off on in 2002.
Keith Loveard, a security analyst with Jakarta-based Concord Consultancy, said the code of conduct was ‘something of a breakthrough’ as it defied predictions that China wanted to work with each country on its own rather than through ASEAN.
The Chinese and ASEAN described the agreement as ‘very important’ but elsewhere the applause was half-hearted.
The Americans chipped in, noting claims over the South China Sea were ‘exaggerated,’ while Rory Medcalf of the Lowy Institute described the signing as ‘much exaggerated good news’ and added ‘it sounds impressive, but it will have almost no impact on the risks of incidents at sea.’
He said the focus on the agreement involved non-security issues like environment protection, marine science and transnational crime.
‘It’s not a proper code of conduct on the behaviour of each nation’s naval and auxiliary forces – which is really what is needed. Such a code isn’t a policy priority, at least as far as China is concerned,’ he said in a dispatch for the Lowy Institute.
A rare highlight came on the sidelines, with talks held by the chief nuclear envoys of South and North Korea, the first-ever meeting on nuclear issues between the two Koreas and a possible attempt to resume the six-party talks.
The talks followed a push by ASEAN to get North Korea back to the negotiating table and South Korea's Wi Sung-lac and North Korea's Ri Yong-ho seemed to have obliged.
This was supported by US Secretary of State Hilary Clinton, who insisted Washington would continue to insist that Pyongyang takes further conciliatory steps towards Seoul before six-way nuclear talks – involving the United States, Russia, China, Japan and both Koreas – resume.

Agreed with Sinodefender on one point: Chinese have proven to be wise and peace lovers. Chinese philosophers and scientists have contributed great ideas and inventions to mankind.
But we must distinguish between the people and the states. Today China has missed the opportunity to behave differently than other superpowers. There is no reason why China should build a powerful military apparatus. I don’t beleive that states build military power just for defense. None of Chinese neighbours beleive so. Military powers, except nuclear ones (perhaps), are built to be used. And China’s neighbours know that, YOU know that. There is always a pretext to use military means: “weapons of mass destruction”, “teaching Vietnamese a lesson”,”claiming back our ancestors land”, “the holy Bible said its our people promised” etc.. etc..

U.S.Shines at ASEAN forum? I guess so since the moneybag lady from a non-member country showed up. The U.S., thru USAID in 2010 to 3/31/2011 has given 280 million dollars to Indonesia. The trial panel of judges led by Major CHK Suyitno Heri Prasetio membered Indrawan and Major B Major Syarifuddin Tarigan, indicted three members of the TNI each Sertu Saut Sihombing, Prada Hery Purwanto, and Hasirun alleged to have committed the crime of persecution as stipulated in the Military Penal Code article 351 junto paragraph 1 of article 103 paragraph 1.
The persecution that resulted in the death charged one resident named Kinderman Gire. They also considered not to obey official orders. On the charge of prosecuting attorney, the three defendants received and ready to be examined by a military court. ‘
‘Yes, I am ready to be tried for having committed a criminal act of persecution against civilians,’’said Saut Torang Sihombing told the judges. However, because the time is late afternoon, the trial resumed Thursday, July 21 next.
The incident occurred the persecution of Kinderman Gire March 17, 2010. It was Lt. @Joe Macke. Yes, US should continue to give aid to Indonesia. Indonesia is now under a capable, moderate, peaceloving leader under President Susilo Bambang.
Although muslim, they are good examples of moderate muslims like those in Turkey, given that there are still some hardcore extremists. It’s a big country, and we must encourage Indonesia to continue with her moderate path, while she is working on eradicating the jihadist muslims.
US$280 million is pittance to the US treasury, and anyway largely symbolic. The great losses would be aid to Iraq and Afghanistan, and you’ll likely receive treachery in return 20 years later.

Indonesia is still democratic. THough I know that the Military hold a fare amount of power their but still it can be viewed as democratic than say Burma? Vietnamese people should thank Hillary for her work against China’s aggression in its east sea. This job is for Vietnamese government but they have been silent since they have been bought by China. Too bad for their country.

@megakids: What you stated applies exactly to you and your CCP master. China is abig country, it should show examples by abiding by the international law. If china really has grounds, all it needs to do is to take the matter to the UN and things can easily be solved. By its action, it has shown the world that it is robbing territories from other smaller nations.

A technically bankrupt nation still manages to muster its remnant energy to seemingly roam the international diplomatic arena trying to talk tough is actually engaging in empty vessel talks. Chinese would be really happy to just sit tight & wear this evil monster out to its eventual economic death. Without a vibrant economy to support its mischief, all those so-called sophisticated military hardware will quickly turn into scrap metal. Would love to fathom what would have become of the US, or its string of lap-dogs, when the death knell finally comes knocking? Chinese would again just sit tight & let the Islamist Arabs, the Bolivar revolutionaries in Latin America & all those ill-fated people whom the US/west had done ill in the previous centuries to finally have their feast on the skeletal remains of this failed once hegemon. Bravo to the dawn of a new world order!

@Overseas Chinese. It feels good to be proud of the rise of China. I too share in the joy and pride of the Chinese, but this success must be based on its own merits, not on the miseries of other nations, particularly the US.
One must not forget that the US open their hearts and markets to China, which resulted in China’s rise. China should appreciate the US for her part, just as the US should value China for being the world’s biggest DEFLATION engine, through her cheap products and lender of sorts. Both find each other beneficial now.
Nations will inevitably have differences, but US & China’s most intractable problem is over Taiwan, only military-wise. Otherwise, everything is up for discussion and resolvable.

China is not agressive against US, it want to have good relations with US, but the meddling ways of US is driving China crazy, the knee-jerk reaction is to kick back.
I am in the school that China should be militarily viable in order to calm down the cowboys in US. This will induce a stable relationship between US and China.

The US considers the Pacific and SEA as its vital interests and any troubles in that area would get the attention of the United States. Aggression by the Chinese in the South China Sea or West Philippine Sea is to close to home for comfort.
They does not like what happened to Pearl Harbor to happen again thus the reason for SoKor, Japan, Taiwan and the Philippines encircling China and are friendly to say the least to the United States. They serve as a security blanket one that the United States did not have before the Pearl Harbor Attack. Giving the Japanese a gateway to the Pacific resulted in the attack thus the US is preventing that from happening with its Military Blanket.
So the US will not back down in assuring that SEA would be shielded from Chinese aggression or at least to have the Chinese think twice before military flexing in the area.

Philippines gladly stands by US side. I would agree Philippines for one envies the United States due to her effective democracy and her Military Might and lastly having the United States as home.

Chinese always have their own schools, even in the Philippines they also have Chinese schools and Filipinos are enrolling their kids in these schools due to the fact that they actually are very good in Math and for their children to learn Mandarin.
My GF for one is 1/4 Chinese her father being half, and Chinese helps each other out in business here if you have Chinese blood and you know Mandarin and you can get low prices which the rest of the Filipino Population can’t. That is one thing I envy about the Chinese while Filipino Malays are trying to dominate one another Chinese are helping their patriots.

@ozivan The Filipino who has brown skin. We are malays by ethnicity though you cannot find someone with a pure Malay Blood in the Philippines usually it has a little spanish, chinese, or Japanese blood. Recently it has Indian, Caucasian, and Arab Bloods.
